Low-Carbon Construction: UK Strategies & Global Solutions

The construction industry is increasingly adopting more sustainable, efficient, and high-performance solutions. Alternative building technologies are challenging traditional construction methods by incorporating innovative approaches such as modular buildings, GenZero buildings, and Passivhaus design.
Innovations in new building materials, such as Cross-Laminated Timber (CLT), Cold-Formed Steel (CFS), and Highly Sulfated Calcium Silicate Cement (HSCSC), have demonstrated substantial potential for reducing embodied carbon. Additionally, technologies like Photovoltaic (PV) panels and modular construction play key roles in lowering operational emissions.
Global decarbonisation efforts within the built environment continue to explore best practices, technological innovations, and strategic approaches. The Paris Agreement sets long-term objectives that aim to significantly reduce global greenhouse gas (GHG) emissions and limit the rise in global temperatures to well below 2°C. Complementing this effort, the World Green Building Council (WGBC) has called for a 50% reduction in emissions from the building and construction sector by 2030, with full decarbonisation targeted by 2050.
The United Kingdom has implemented several policies and initiatives to reduce GHG emissions in the building and construction sector, aligning with both the Paris Agreement and the WGBC’s targets.
Key measures include:
Climate Change Act 2008
The Climate Change Act, introduced in 2008, made the UK the first country to legally mandate GHG emission reductions. Initially, the Act set a target to reduce emissions by 80% by 2050 compared to 1990 levels, which was later amended to a “net zero” target, aiming for a 100% reduction by 2050. The Act also established the independent Climate Change Committee to advise the government on policies to meet these goals.
Net Zero Carbon Buildings Standard
In September 2024, the UK introduced its first cross-industry standard for net-zero buildings—the UK Net Zero Carbon Buildings Standard. This voluntary standard provides clear guidelines for creating buildings that do not contribute to climate change, addressing both operational emissions and emissions from building materials and construction. It sets limits on energy use, mandates renewable energy generation, and prohibits the use of fossil fuels. While carbon offsetting is not required, it is allowed if it genuinely removes carbon from the atmosphere. This standard aims to inform future building regulations and promote consistent, rigorous environmental practices in building construction and operation.
Future Homes Standard
The UK government plans to implement the Future Homes Standard, which will prohibit gas heating systems in most new homes from 2027 onwards. Builders will be required to install electric heat pumps or other non-gas systems to enhance energy efficiency and reduce carbon emissions. The new regulations aim to cut emissions by 75-80% compared to current standards and encourage, though not mandate, the use of solar panels. The Labour administration intends to finalise and legislate this guidance by May 2025.
Great British Insulation Scheme
Launched on 25 July 2023, the Great British Insulation Scheme (GBIS) is a government initiative designed to enhance energy efficiency in residential properties. The scheme targets the insulation of approximately 315,000 homes, focusing on reducing energy bills and carbon emissions. It offers various insulation measures, including cavity wall insulation, loft insulation, and solid wall insulation. The programme is set to run until 31 March 2026, with Ofgem overseeing its operations.

Alternative Building Technologies
